Devon and Cornwall Constabulary (D&CC) Build Action Learning Infrastructure as Sustainable Change Catalyst
Chief Constable Stephen Otter chaired the Interview Panel that identified OLPD to bring their Action Learning expertise to the South West. OLPD has assisted the building of internal capacity and capability for organisational and cultural change across the Devon and Cornwall Force. The decision to bring in OLPD was given broad ownership by the confirmation of both the Chief Officer Group and the Police Authority.
Malcolm Young, Shirley Mackenzie and Robin Burgess have initially provided facilitation support to six re-configured Action Learning Sets (ALSs). Members from all levels of D&CC are using the creative and authentic communication of Action Learning to strengthen their capability to contribute to the 2012 Vision. They are building on their ability to question the status quo and to co-consult in creative challenge, problem solving and strengthsbuilding.
A key element of the programme's sustainability is its investment in training for internal facilitators to take over these AL sets and start new ones. Twenty ALS Facilitators received their certificates from the Chief Constable on 16th December. To further strengthen sustainability OLPD's Robin Burgess has also taken ten D&CC facilitators to the next level as trainers capable of preparing and coaching a new generation of D&CC ALS facilitators. This project demonstrates an understanding of the powerful impact that authentic conversations and non hierarchical peer scrutiny and accountability in facilitated Action Learning Sets can bring to the essential contributions of police and civilian staff across the organisation. Action Learning is seen to make a key contribution to the cultural change strategy required to effectively meet the challenges of the toughest economic environment in public sector memory.
